User tried to download 5 times and failed. Are they permanently locked from downloading the same parquet file?

During onboarding, the user should be informed if they encounter issues downloading a parquet file after 3 retries, they should contact support (ClientSuccess@nasdaq.com) to initiate further investigation. 

Data Link cannot validate if an attempted download is successful or not. We record every download attempt. Because we don’t prune tables currently, if user continues to download the same file more than 5 times, whether successful or not, user will not be able to download the same file anymore after the 5th attempt.
